Description of Project:
the Global Initiative against Transnational Organized Crime (GI) based in Geneva was developing an Index of Organised Crime in Africa, a measure of 14 crimes by the scale, scope and impact country by country. IUU fishing was to be measured within the environmental crimes category. Poseidon prepared a baseline paper on IUU fishing covering:

1. definitional issues of IUU fishing
   
   
2. methodologies for assessing IUU fishing
   
   
3. with reference to Africa specifically recommendations for effective actions to better assess/record levels of IUU fishing
