Interim evaluation of EU production and marketing plans Europe

Description of Project:
The CMO Regulation provides producer organisations (POs) of the fishery and aquaculture sectors with the obligation to elaborate and submit production and marketing plans (PMPs) to their competent national authorities (art.28 of the CMO Regulation), which, in their turn, must approve them, following adjustments if deemed necessary. The EMFF Regulation further established the obligation to provide public financing to the elaboration and implementation of the PMPs (art.66 of the EMFF Regulation). This assignment assessed the elaboration and implementation of PMPs and their performance as well as their financial support by the EMFF.  The period covered by the evaluation was from 1 January 2014 (entry into force of the current CMO Regulation and of the obligation for existing POs to set-up PMPs) until 31 December 2015. The assessment contained both quantitative and qualitative elements on the compliance of involved actors with the obligations arising from the legal framework, and on the basis of which necessary or useful improvements and good practices wereidentified to maximise the potential of PMPs over the remainder of the programming period.
