Review of purse seine and longline strengthening requirements for the Parties to the Nauru Agreement  PNA

Description of Project:
The World Bank Pacific Islands Regional Oceanscape Programme is providing support finding to the Parties to the Nauru Agreement. Consultants Richard Banks (economist and fisheries management advisor) and Transform Aqorau (Legal specialist) provided technical support inputs for the strengthening and consolidating the PNA arrangements and agreements, adapting the a Vessel Day Scheme Compliance Review structure to suite Party requirements, and providing technical support in the role out of the PNA longline vessel day scheme. Specific activities relate to identifying opportunities for the developmebnt oif the long line Vessel Day scheme, with subject areas coverring identificationn of constratints in the application of thre scheme introduced in 2017, identifying the monitoring and reporting support requirements for the Fisheries Information Management Facity (FIMS) and examoining the economics of the fishery to assess help determine country access fees. The critical components to this ecercise are identification of governance costs, vessel prices and costs, in country value added benefits and the impact of the competitive fringe. Other parts of this project include a Purse seine VDS compliance review and Legal strengthening of the PNA legal instruments.
