Improved Situational Awareness in Fisheries Philippines

Description of Project:
The Philippine Archipelago includes 7,107 islands totalling more than 36,000 km of coastline and its exclusive economic zone of 2.2 million square kilometres has one of the richest concentrations of the planet’s marine life. In 2012, the Philippines was ranked amongst the major fish producing countries of the world, producing 3.1 million tonnes of seafood. In 2013 seafood exports were worth an estimated $1.2 billion USD. However, since 2010, its economic contribution has been declining.

This project was intended to support the Philippines Government to conserve and sustainably use its oceans, seas and marine resources for sustainable development. 

The ISAIF project thus aimed to:

  • Improve the effectiveness of monitoring and enforcement efforts through satellite technology and process improvements, resulting in a reduction of illegal fishing activities.
  • Enhance the safety, productivity and food security of Filipino fishers and their communities.

To achieve that aim ISAIF project will deliver:

  • A new, cutting edge data analysis tools to allow for more effective surveillance & monitoring, effective enforcement, deterrence and compliance.
  • A system that could help improve maritime safety in the Filipino commercial and artisanal fishing fleet.
  • Valuable technology to support the Philippine government to foster better international relations on related issues.


Services Provided:

Poseidon provided independent monitoring and evaluation services for ISAIF.  The expected internal goals for completing the M&E plan are to ensure that:

  • There is a shared understanding of the M&E requirements by project implementing partners, and clarity over roles, responsibilities and timeframes for different M&E actions.
  • UK Space Agency (hereafter UKSA)/Caribou Digital Ltd (hereafter Caribou) can provide feedback on the M&E plan to ensure adherence to UKSA requirements and robust project M&E.
  • An efficient and effective monitoring and reporting system is established that provides the right information at the right time to project decision makers and other stakeholders, so that the best decisions are made to aid implementation and increase the chances of success; and
  • A well prepared/thought out evaluation system enables the correct feedback on progress made towards generating the desired outcomes and enable decision-makers to take necessary remedial actions to ongoing plans to increase the chances of achieving the desired impacts.
