Sutton Harbour Fish Quay Re-development - Stakeholder Needs Assessment UK

Description of Project:
The Sutton Harbour Fish Quay complex is the heart of Plymouth’s fishing industry. It currently consists of a landing facility, fish market and block of units serving both private and public sector tenants operating in the fisheries sector. The fish quay is part of a larger multiple-purpose harbour area with all-tide access, albeit through lock gates. The fish quay also lies adjacent to the National Marine Aquarium (NMA) to the south and a Rockfish restaurant to the south-east, next to the lock gates. The land occupied by the fish quay / NMA / Rockfish combination is rented from land owner Sutton Harbour Holdings (SHH). The fish market is currently operated by the Plymouth Trawler Agents (PTA) Limited who run the electronic auction system, first installed in 1999

Services Provided:

The purpose of this report was to provide PCC and their partners with greater clarity on what the fisheries-related stakeholders dependent upon the Sutton Harbour Fish Quay require from the quay’s re-development.  In particular it was intended to:

  1. Inform and update fisheries-related stakeholders on the progress and direction of the development exercise to date.
  2. Determine the current and anticipated uses of the quay’s infrastructure and facilities, and how these might change in the future.
  3. Consider what infrastructure and facilities are critical, if and how they might be shared, and opportunities for moving non-critical operations / activities off-site.
  4. Where possible, develop a semi-quantitative analysis of user requirements in terms of berthing, quay use, tenant floor space, car parking, etc.
  5. Based on the above, provide a holistic analysis of how the individual requirements might be integrated into the site complex as a whole.
