Market and Feasibility Study for Fisheries Industrial Zone Development Oman

Description of Project:
The proposed Fishery Industrial Zone Development (referred to as FIZ) concept was developed by the Ministry of Agriculture and Fisheries (MoAF) and was passed across to SEZAD as they are the developer for the Special Economic Zone where the proposed development area is located. The Duqm FIZ development has been allocated ~750 hectare area (i.e., 3km x 2.5 km).. The original MoAF tender included some Concept Masterplan drawings which had high-level area allocations for fish-related manufacturing/packaging/stores (300,000 m2), sewage/waste/greenbelt area (52,000 m2), buildings (45,000 m2), recreation zone (25,000 m2) and roads plus balance buffer areas (500,000 m2). It is understood from discussions with MoAF that the basis of this earlier masterplan and area workings were derived from internal assessments and estimates. A fishery harbor is being planned in the vicinity of this project; the proposed fishery harbor is located near the village Al Shuwayr, which is located at the south of Duqm commercial port. The proposed functions of the harbor are summarized below:

    • Landing facilities where fish can be conveniently unloaded from traditional fishing boats, and ice, fishing gear, bait and supplies loaded to boats;
    • Landing facility for ROP, Coast Guard vessels;
    • Ship Lift facility with area for boar parking;
    • Facilities for fuelling, water supply;
    • Landside facilities such as fish Auction hall, sales outlets for fish;
    • Facilities for launching boats.

In order to progress the master planning components a market analysis, benchmarking, and feasibility study was required.

Services Provided:
  • 1. Regional Analysis and Local Market Review
    Scope: The market and feasibility study preparation will provide SEZAD with information to assist with the master planning exercise, to undertake a regional analysis and to identify potential industries which can be set up in the Fishery Industrial Zone development, leading to land use quantum which will feed in to the master plan. The scope of work of the study should include:
    a. collation of economic, industrial and social data from various sources
    b. consultations or interviews with relevant government agencies and business associations to obtain information on envisage investment details for the project
    c. a broad macro-economic analysis of the region
    d. analysis of existing economic situation in terms of GDP growth and trends, trade trends, investment figures, sector analysis
    2. Socio-Economic and Demographic Overview
    Understanding the potential of the Proposed Project, review and analyze the fisheries industrial market base in Oman.

3. Market Analysis
Detailed analysis of selected segments with description of segment, market trends, value chain, clusters, competition / key players, Strengths-Weakness-Opportunities-Threats (SWOT) analysis, and recommendations.


4. Competition and Benchmark Analysis
Analysis of selected developments in the GCC and internationally covering their description and positioning, key components and resources, incentives offered, their governance aspects leading to potential learnings for the Duqm FIZ development. This shall also include comparative analysis of each selected benchmark to compare with the proposed development.

5. Identification of potential industries
a. Identification of a comprehensive list of industries that have the potential to be located in the FIZ based on comparative and competitive advantage perspective
b. Identification of a set of parameters for short listing preferred industries, and prepare a short list of these industries
c. Develop a priority list of industries in line with the FIZ development objectives
d. Assess the typical area requirements for various industries
e. Evaluate the potential employment opportunities out of these potential investments
f. Propose the optimal development quantum mix for the development


6. Current stock, Future Stock And Demand Analysis
7. Financial Projections for The Proposed Project: The purpose of this phase is determining the financial feasibility of the Proposed Project.
8. Consultant to analyze and evaluate the impact of harbor on fish production and processing
9. Recommendations on Strategic Orientations
